The photo is accompanied by the dipping pen Truman used to sign the Act, and is accompanied by a letter authenticating the pen on White House stationery. The recipient of the pen, Harry Rosenfield, chaired the Displaced Persons Commission. THE PEN ALONE IS A PRIZE FOR A PEN COLLECTOR.
